I think you got them all. According to that error code you' have "Assembly Missing" error. Try to repair the OS by either: reinstalling or running from administrative cmd: SFC/scannow

try and see if you can enable it through control panel first:
`Control Panel > Programs > Turn Windows freatures on or off > then ".NET framework 3.5 advanced services"
If this is not working then, you can use

run this one. Verify everything is working. If not, report errors again and we'll see this is a slow but progressive process. I wish there was an easy fix.
"If you have the ability, try from an computer or VM that has a fresh install of Windows 8.1 pro on it and see what happens there too. if it works. Then it's a corruption of something with your current working machine."
