Is it possible to create a new domain controller on WS2012 R2 whilst the existing Domain controller is on W2008R2 Sp1 ?
If the W2008R2 SP1 server has AD,DHCP,DNS,Group policy..
could the new secondary Domain Controller be able to replicate without issue with it?

Yes replication shouldn't be an issue if you've completed at least the following prerequisite:
-Verify you have a domain account that is a member of "Enterprise Admins group", "Schema Admins group" and/or "Domain Admins group." This is for making sure that the during the 2012 DC install can run the ADPrep tool.
-Verify your Forest/Domain Functional Level is minimum Windows Server 2003
-Verify that you have an existing Windows Server 2008 R2 Domain Controller working and in good order (DCDiag and Repladmin to check replication is good)
-Verify you assigned a static IP address to new server.
Just follow the DC configuration carefully and you'll see where to replicate from during the Active Directory Configuration Wizard in Server 2012, under additional options. You'll choose your existing 2008 DC. It should work from that point.

The only thing I would add is that you want to make sure you do not raise the domain functional level above Windows Server 2008 R2 until you have removed your last 2008 DC.
