I need to built out two new Windows 2012 R2 domain controllers to replace some older windows 2008R2 domain controllers and decommission them then raise the domain functionality . I trying to figure out the best way to migrate DNS and DHCP to the new servers without disruption.. thoughts?

Thanks for the information, I have a lot of DHCP reservations is there a netsh script to migrate these as well without having to manually re-enter all of them?

When you create your new AD server, DNS should migrate automatically. DHCP has a neat export using Netsh. You will have to clean up the old dhcp server lists once all your servers are decommisioned. I would not do it till then in case you need to revert back due to issues. Don't upgrade the functional level till you are done and don't need to revert back.
