I am studying for Microsoft windows 10 - 70-698 exam and was wondering if the mock exams change each time you attempt them? Just so I do not end up doing the same exam repeatedly

Some of the questions will rotate out and be randomized from a pool of questions. It seems you are already aware of the danger of rote memorization. Using the exams sparingly will offer you a more accurate gauge. I hope this helps! Happy studies.

I agree with what @Cherokee-Boose stated. Also, remember that you have two ways of using these practice tests: Exam mode or Study mode (I'm not sure what the actual names are called). Respectively, one is for assessing your knowledge and the latter is for learning knowledge too.
Exam mode, you should treat it as if you're sitting for that exam. Work through the entire exam to see if you're ready for the real thing. You gauge this by the score, your comfort with the questions being asked and did you understand the question and the answer. Do this mode sparingly to give yourself an honest assessment.
Then take the score, working from the lowest percentage areas to the highest areas, study more in the lower scored areas. This is where the study mode will help you. Do not take this as you would an exam but use it to study the format of the question, the question itself and the answers given. Analyze the question and make sure you're answering the question and fully understand the question. Then, read every explanation of why certain given answers are wrong and why the chosen answer is correct. If you do not understand the answer, research it more. After working through the study mode and addtional study time. Run the assessment again and see if you've improved your score and comfort level. If you have you're on the right track for exam preparation for Exam 70-698.
