Before you can answer this question, you must ask another prerequisite question...
- What is the purpose of this server? This will help you to properly spec out your server without adding more than you or getting less than you. e.g. is this an email server, web server, or a domain controller in an Active Directory Network.
then, you can ask some prequisites...for example.

What is the support level you need for that server. Do you want to use remote IP management or is it all done with a terminal direct connection? Do I need a warranty on parts and services...within 24 hrs or not.

What software am I planning on running on it. It doesn't seem like such a big deal but you'll find out that if you're running some virtualization software e.g. ESXi, you may find out what hardware requirements vs running something Windows Server 2016 or such. Also application software.

Do I need redundant power supplies or multiple NICs for what I'm trying to do.
this is just a short list and not complete in any sense....but as I've written at the beginning, you must start with understanding what is the purpose of this server.
Every sales person what to sell you what you need and MORE. You just start with the purpose to stay with the scope so that you best suit the need.
