Provisioning does seem to be one of those buzz words you see everywhere.
In general, the term provisioning means to provide, or make something available. In the IT world, it depends on the context, but generally provisioning can be defined as "the ability to deploy an information technology or telecommunications service by using pre-defined procedures that are carried out electronically without requiring human intervention"
In 70-697, -698, they refer to creating provisioning packages. These packages, when run or applied, can "provision" things like VPN connections, Wi-Fi settings, installing software, drivers, apply configuration, etc. The packages are the "pre-defined procedures" that apply the configuration or install the software, etc, without "human intervention"
Provisioning your own hardware depends on the context. Most likely they are referring to applying provisioning packages (configuration, software, etc) to Bring Your Own Device (BYOD) scenarios.
