Hello Andrew,
The two OneNote courses are two different courses for two different platforms for the same product. I know, it's confusing While you would think that OneNote is OneNote everywhere, it's not. The OneNote 2016 for Windows course is specifically for OneNote 2016 locally installed from the Office 2016 suite for the Windows operating system. The OneNote for Windows 10 course is for OneNote application that is part of the Windows 10 operating system.
I felt there’s enough differences in the overall functionality of each product to recored two separate courses.
But wait there’s more! Microsoft made the decision to sunset OneNote 2016 in favor of the OneNote for Windows 10 version going forward. OneNote 2016 will no longer receive feature updates. However, it’s still a viable version of the application.
I personally prefer the OneNote 2016 version and it’s integration with other Office products.
Hope this helps.

@Vonne-Smith156 Thanks. I think I will go with 2016. My goal is to record project information in order to develop a template for future projects.
