The modification (i.e., add, delete, modify) of user permissions is done through a "directory service" using Lightweight Directory Access Protocol (LDAP). In most organizations, these days, the directory service of choice is Microsoft Active Directory. Microsoft has provided an interface to Active Directory through a utility called Microsoft Management Console (MMC) via a snap-in called Active Directory Computers and Users. Using this snap-in will allow you to perform all of the administrative functions associated with objects within the Active Directory. This would include modification of user permissions.
User permissions are usually granted through what are known as Global Groups. Global Groups are used to logically group permission sets for a set of users contained within the group. For example, if you wanted to grant a user access to the Internet, you might put them into the "Internet Users" Global Group. This Global Group would be tied to the firewall or proxy server which allows/denies Internet access for the organization. While this is overly simplified, it is an example of how this type of access may be controlled.
To get more information on performing such activities - you may want mine information on Microsoft's website about Active Directory, user permissions, etc.
CompTIA is a great certification body; they have a roadmap of certifications here: https://certification.comptia.org/certifications/which-certification
Finally, ITProTV has all of the training materials you need to pass these exams. With hard work, discipline, and patience, you can achieve your goal. Use your subscription here to your benefit. Good luck!

@Brock-Frary gave some very pointers. Depending on the company. You find that the Active Directory has moved into the cloud (e.g. O365 or Microsoft Azure etc) which means that you may have access to this through a web portal or the MMC (Microsoft Management Console)...if they're using a Microsoft Active Directory Domain.
If you're working on the CompTIA A+ continue with that...in the future you'll probably need to first identify the environment itself...which as Brock mentioned is normally going to be the AD environment and if so...look at the Microsoft Courses to help you establish your path.

Thank you very much. Do you happen to have the Microsoft coarse numbers and subsections numbers if you don't mind me asking? Will it be found in 0365 Microsoft Azure? Or the 410 or 411 for the Microsoft MCSA. Or the 70-741 or 742 MCSA as examples

Do you have a Virtual lab for the 0 365 Microsoft Azure?
-
@Dwayne-Coleman, I would begin with the 741 and 742. these will get you started before you head to the MD-101 and AZ-103, both are in production now and should be complete when you complete your A+ study.

Do you have virtual labs for the 90-741 and 90-742, what is the MD 101 please? Where all these labs located at
-
there are labs for 70-741 and 70-742 courses and practice-labs. The MD-101 there may not be as I don't see any on that course.
