Is it safe to delete files in the Windows/Temp folder on a Windows 2008 R2 SP1 Server C drive and this same server has sql server on it. They would 1st go to recycle bin. There's no MS disk cleanup installed and I don't want to reboot to install. Just want to delete unneeded files safely w/o restart to space on c drive. Thanks

You should be able to delete the contents of the temp folder safely. I would make a backup of the folder just in case. I would recommend enabling Disk Cleanup during your next maintenance window.
If you haven't done so, you might also want to run the SQL Maintenance Cleanup Task
