If i ping from source ip address to target ip address so I can ping perfectly, but if I ping using ping and using ip address like ping 172.14.0.3 then I can't ping. Could you please tell me.

When you ping....think about the source IP address of the ping, when you don't assign it?
do you know what that source IP address is?
If you don't know, it's the ip address of the ping's exiting interface.
So if your ping is not getting there directly, check your routing table of the destination router. Verify that in the routing table is a route to the exiting interface's network.
