Ideally you should do Net+ first as that covers most of the networking basics that CCNA would expect you to know.

So the answer is "yes" and "no." The general concepts are the same...so "yes." There is a difference in terminology and technologies...so "no."
The Network+ exam is vendor neutral and covers quite a breadth of material but the terminology is supposed to be generic. This is a lot of conceptual knowledge.
The Cisco CCNA is vendor specific and uses the vendor's equipment. It requires you to show that you can actually configure a router and switch.
Simon is not wrong here. The CCNA is a deep crash dive for someone who has no networking knowledge at all.
