I am a beginner currently going through the Server+ course and while it is very informative unfortunately there aren't any labs for me to practice on. I know now that Microsoft retired a bunch of their server 70-400s certifications. On their website it says it is now role based for Microsoft Azure Administrator Associate. Could someone explain the difference between the two?

The CompTIA Server+ exam is a high level certification that is based around working with servers in general rather than any one specific operating system and their particular setup on how they function for an organization's business functionality.

The Microsoft Server certifications, which are now retired as you stated, were based around the fact that your organization had already chosen Microsoft Server OS as the base OS. This mean they you had to learn installing and configuring, monitoring and maintaining and administering and tuning server to your organization.
The new role based certification such as what. you mention, changes the context away from the monolithic (Server 20xx) and mastering that entire operating system to now managing a specific which can now be administering and tuning and monitoring to your organization since Azure will have done the rest of "installing and configuring" and even "maintaining" for you.
As far as which should you pursue that will depend on the job role you're desiring to get into or you are already there and need further training.
