I have a command line msiexec /i "Lockdown Browser.msi" /qb ALLUSERS="1" that will execute the MSI package. My first thought was to use a software installation GPO to push the package. My problem is I am not sure where or how to execute the above switch line. you would be saving my life if you can help me figure this one out

I do not believe you can add switches using software installation through group policy...also, /qb is a default when doing the software installation through group policy.
You may instead need to do a startup script or a logon script to do what you want instead.
Other's here may have a way to do it but this is from my experience. Hopefully other's will chime in.

You can do this, but not directly. You have to use something called a Microsoft Transform file (.mst)

The transform file manipulates the MSI's database file on the fly to accomplish the goal. That being said, I've never used it, we stick with SCCM but that may be beyond the means of your school system (or at least the finance folks 
)
