I was wondering if the product Cisco Small Businnes SF302-08 would be a good choice to purchase for hands on testing with a Cisco switch to repare for CCNA and higher exams or could this product be limited in command line functionality?

No. These are basically Linksys switches with a Cisco Small Business sticker on them. From personal experience they are horrible. I'd recommend either getting some cheap older gen Catalyst switches off of eBay (even the really old ones can be used for study labs) or using GNS3 and configuring the routers with switch models. Though the latter option is a bit limited compared to a real switch.
You might be able to use the Linksys stuff in basic understanding of fundamental L2 concepts, but you are being tested on a completely different platform.

Look into cisco's VIRL. They have virtual switches you can practice with. There is a slight learning curve but it's well worth it.
Otherwise the best option is to hop on ebay and grab at least 1 3560 catalyst and 2 cheap Layer 2 only switches. This is the best option since even the virtual switches have limited features when compared to real switches.
