Step 1
it says right after the configurations
"Syslog messages appear that indicate adjacencies have formed between NYCORE2 and NYEDGE1 and NYEDGE2."
After the configurations of Step1, I see the following.
"After several seconds you should see new adjacencies being formed with NYEDGE1 and NYEDGE2 on the VLAN 1 interface."
Also NYCORE1 logs
*Mar 1 00:13:21.304: %OSPF-5-ADJCHG: Process 1, Nbr 192.168.16.1 on Vlan1 from LOADING to FULL, Loading Done
*Mar 1 00:13:21.304: %OSPF-5-ADJCHG: Process 1, Nbr 192.168.16.2 on Vlan1 from LOADING to FULL, Loading Done
So I'm not sure why there is a disparity in what you're seeing.
