I am planing to start preparing for my PMP, and Jo Peacock did mention one of the requirements is 4500 hours of leading projects.
I have worked in IT management for many years now, and although did not manage big projects, i did run many small projects, and partook on big ones. does the IT management part of projects count? or it should explicitly project oriented job.

Ehab, you have to apply to take the PMP. Part of that process includes the citation of your project management experience in various stages of the PM processes. The total number of hours required varies depending on your educational background. You should go to the PMI website and see for yourself what the application process requires and see how well your background marries up to it.
Additionally, regardless of your time mandates in various stages of project management, all educational levels also require a minimum of 35 hours of project management education.
There are too many variables to give a one size fits all answer. You are best served by looking at the requirements on the PMI website and seeing how you fit in.
The application process does not require a fee; however, it is mandatory for taking the exam.
