How to price out an application in Azure

Hello,

I'm trying to price out the application called "Icebreaker Bot" so we can deploy it to our Microsoft Teams store. I wanted to see how I can properly price it and give an estimate of how much it's going to cost to utilize this bot in a Team of lets say 500 members.

What I'm confused on is how does Azure Cosmos DB price change throughout the year? Will it stay the same at 400RUs?

The price does change slightly over time, but note it has been going down.
