Merge or bonding makes two ISP connections run as one.
My Fortinet 60E Link Balances two WANs WAN1 and WAN2. WAN 1 is 500 down 50 up. WAN2 is 25 down 25 up. AT&T is talking about bringing gigabit fiber in for WAN2 instead of 25 Mbps.
SD-WAN rules software based has WAN 1 70% and WAN2 30% of the traffic. WAN1 is primary, traffic goes to WAN2 on fail over. I have policy based routes for my Roku devices, Kids Kindles (2 of them) setup to start on WAN2 and fail over to WAN1. My wife works from home. Her rule is SD-WAN based. So her laptop starts on WAN1 and can fail over to WAN2.

My next policy based routing project will be moving the virtual web sites outbound on their current inbound WAN link. Godaddy DNS points to the proper WAN IP address, Virtual IPs or VIPs route traffic to the NAT address.
