Now, I could be wrong, it been a while since I've even talked about this with someone. But this is where you have to directly lease your IP block from ARIN or IANA or ICANN (I can never remember who actually does the leasing between those). Once you have your block, I believe you tell your SP about your registered block and they will use it...but having said that. You'll still have to manage BGP here and this must be done with care as you could route the entire internet through your routers.
Lets see if anyone else more current knowledge that I have on this!
