I am interested to know what colleges are offering the best curriculum for a graduate degree in CyberSecurity? I see SANS institute offers a masters level program that allows the student to earn several top industry certifications along with their masters. However I am not just looking for certifications. I want to know that I will learn skills to further knowledge in Cybersecurity and be able to utilize them accordingly. Any suggestions would be greatly appreciated. I am not expecting this to get a lot of responses as most IT persons prefer certifications. Thanks in advance.

The CyberSecurity world is changing at such a rapid pace. Your key is to see if the program you go through is truly about developing those skills in a changing environment.
If you're after a degree, I still recommend that you look for a regionally accredited college program. This will give the flexibility to transfer credits to another school and is recognized everyone throughout the world.
There's a place for degrees but it's the combination of degree and certifications that bring the job market to you rather than you to the job market!

The NSA has a list of US universities whose cybersecurity programs meet its standards for National Centers of Academic Excellence in Cybersecurity.
I doubt there's any single best cybersecurity graduate program, but let me draw your attention to my alma mater, The Johns Hopkins University. Its master's degree program has both online and on-site courses. Its main on-site campus for the program, the Applied Physics Laboratory, is just a few miles away from NSA headquarters.
On-line courses and graduate courses both require a lot more self-study (i.e. homework) than typical on-campus undergraduate courses.

Looking more in-depth, the specific part of Johns Hopkins that meets National Centers of Academic Excellence in Cybersecurity standards is its Information Security Institute (ISI). The ISI offers a Master of Science in Security Informatics (MSSI) degree, which is different from the Master of Science in Cybersecurity degree that I linked to above.
