it is not clear what does it mean ( attempt to discourage security policy violations)????
and ( while deterrent relies on individual making the right choice)???

@Marco-Salameh great question, the deterrent controls are there to make an attacker "think twice," before attacking a system or location. They attempt to "deter" or "discourage" the malicious actor, examples:
Surveillance systems
Alarms
Guards
Fences
Lighting in certain areas
