Why are some of the virtual labs empty/only have one exercise? for example the Practice Labs Server 2019 Sandbox only has 1 exercise 'induction' which is 1 page.

The purpose of the Sandbox is that it is an environment that you experiment. It is not a guided experience. It allows you to try things and break things and when you log out. You can do it again.
